Manage a hosted agent's tool configuration
Manage which tools a Mutiro-hosted agent can use.
The tool surface comes from the agent's image; enable/disable store overrides against that base, so tools you never touch keep following image updates.
Owner-only tools are available only in owner-level conversations.
Changes apply the next time the agent wakes.
