Write mutiro.d.ts and a tsconfig.json at the config root
Write the type declarations for owner-authored code at the config root: the prelude's globals (ValidationError, Handoff, console), the "mutiro" and "mutiro/test" modules, and the shapes of a tool's run, the three hooks and a page handler.
A tsconfig.json is written when none exists.
Nothing in the runtime reads these files; they are for the editor and for tsc, which "dev check" runs when it is on the path.
Rerun after upgrading the CLI.
