Manage agent developer grants
Manage developer grants: members the owner gives owner-level access to.
A developer works on the agent like the owner does — owner workspace, owner-only tools (including reading all of the agent's conversations), config files, and deploys — while every action stays attributed to the developer.
Developers can never write into a user's conversation, and only the owner can grant or revoke.
Grant changes take effect when the agent restarts.
